# What Edmonton's Petrochemical and CCUS Project Pipeline Means for Leadership Hiring

Alberta's Industrial Heartland has several major projects at different stages: Air Products' Edmonton hydrogen complex remains under construction; Imperial began renewable-diesel production at Strathcona in July 2025; Shell approved Polaris in June 2024 for expected operation toward the end of 2028; and Dow approved Path2Zero before later delaying construction. Those distinctions matter when a hiring plan is built.

## Start with the project record

Hiring assumptions should follow each asset's documented project phase, not the corridor's aggregate investment narrative.

- Air Products describes its Edmonton net-zero hydrogen energy complex as under construction. Alberta's major-project inventory records a 2022–2027 construction schedule; that planning range is not a guaranteed commissioning date.
- Imperial completed construction and commissioning of its Strathcona renewable-diesel facility and reported first production in July 2025.
- Shell announced final investment decisions for Polaris and the Atlas Carbon Storage Hub on 26 June 2024. Shell's stated expectation is operation toward the end of 2028.
- Dow's board approved the Fort Saskatchewan Path2Zero investment in November 2023. In its first-quarter 2025 materials, Dow said construction would be delayed to match market-demand conditions. A construction delay is not a missing investment decision.

This chronology is the factual base. It does not, by itself, prove a vacancy duration, a salary premium or the size of an available candidate pool.

## What the sequence means for a hiring leader

Project phase changes the work. Construction, commissioning, steady-state operations and a delayed build call for different combinations of engineering, project-control, commercial, regulatory and operating leadership. An employer that starts with the project name rather than the work package risks mapping the wrong market.

The useful hiring question is therefore not whether "Edmonton is short of CCUS talent" in the abstract. It is which decisions the incoming leader must own now, what evidence from a comparable phase is essential, and which experience can transfer from refining, chemicals, hydrogen or carbon capture.

For a live mandate, KiTalent would test that role hypothesis against a named asset, work package and search geography. The result is a decision-ready talent map rather than a corridor-wide estimate inferred from project announcements.

## CCUS incentives are part of the current brief

Canada's Carbon Capture, Utilization and Storage investment tax credit became law in June 2024. The federal government subsequently described Polaris as moving forward after Shell's final investment decision and linked the project to that credit. It is therefore inaccurate to describe the credit as still frozen or Polaris as awaiting it.

Regulation still matters to role design: a project leader may need to integrate incentive compliance, permitting, storage interfaces and labour requirements. Those responsibilities should be defined from the live project plan and its current compliance milestones.

## A buyer's brief for this corridor

Before approaching candidates, establish five things:

1. the asset and current project phase;
2. the decisions the appointment owns in the next 12 to 24 months;
3. the few experiences that are genuinely non-transferable;
4. the site-presence, relocation and travel requirement; and
5. the evidence the client will use to validate a shortlist.

That brief creates a defensible search boundary. Market mapping can then test whether the field exists and where adjacent experience should be considered. A mapped field is an input, not a claim that every identified person is qualified or available.

On suitable mandates, KiTalent targets a validated shortlist in seven to 10 working days. Confidential, board-level and highly scarce searches may take longer. Under Proof-First Search, the interview fee falls due only after the client validates the shortlist and is credited against the placement fee; the placement fee is due on hire.

## Frequently Asked Questions

### Is the Air Products Edmonton hydrogen complex operating?

The reviewed Air Products and Alberta sources describe it as under construction. Alberta's major-project inventory records a 2022–2027 schedule. This article does not convert that schedule into a guaranteed commissioning date.

### Has Shell made a final investment decision on Polaris?

Yes. Shell announced the final investment decision on 26 June 2024 and said Polaris and Atlas were expected to begin operations toward the end of 2028.

### Is Dow Path2Zero still at pre-FID stage?

No. Dow's board approved the investment in November 2023. Dow later announced a construction delay to align capital spending with market-demand conditions.

### What hiring conclusion follows from these projects?

Different project phases create different leadership and specialist requirements. Use the project record to define the work, then validate compensation, availability and adjacent experience for the specific mandate.

### How does KiTalent structure a search?

We map the relevant field and assess it against the client's evidence standard. On suitable mandates the target is a validated shortlist in seven to 10 working days; confidential, board-level and highly scarce searches may take longer. Proof-First Search makes the interview fee due after the client validates that shortlist, with the placement fee due on hire.
