Belgrade ICT Hiring: What the Verified Record Shows

The verified public record for Belgrade's ICT market - Serbia's record-scale ICT services export economy, the hub structure that anchors it in the capital, and what a technology leadership mandate there must actually cover.

The buyer question

We need to hire senior technology or engineering leadership for an ICT operation in Belgrade - a development centre, a product company or a technology-services firm. What does the verified record say about this market, and how should a mandate here be structured?

What the public record shows

Belgrade anchors an ICT sector that has grown into Serbia's largest export category. ICT services exports reached €4.13 billion in 2024, up from €3.44 billion in 2023 and €2.69 billion in 2022, having first crossed the €1 billion threshold in 2018 - a roughly tenfold increase over the decade. The sector contributes roughly 8.5% of GDP and employs about 115,000 people across more than 4,000 companies, with Belgrade, Novi Sad and Niš as the main hubs. As of 2024, Belgrade contained 29.8% of Serbia's employed population and generated over 43.2% of its GDP.

The city record calls Belgrade one of the foremost information technology hubs in Southeast Europe, with 6,924 companies in the IT sector according to its 2013 data, and Microsoft's Development Center Serbia - located in Belgrade, the fifth such Microsoft programme in the world at its 2005 establishment - has since become one of Microsoft's largest software engineering centres in Europe; a Microsoft Garage facility opened in Belgrade in 2025, only the second in Europe. The records name the employer base: Endava, ComTrade Group and Nordeus among the city's most famous IT startups; Asus, Intel, Dell, Huawei, Ubisoft, Yandex, Nutanix and NCR among the global companies using Belgrade as a European or regional centre of operations; and Cisco, IBM, Oracle, EPAM, Continental, Bosch and Schneider Electric among the major foreign IT employers countrywide, drawn by Serbia's large pool of software engineers and competitive wages relative to Western Europe. New Belgrade is the country's central business district, where office construction was recorded in 2020 as supporting the burgeoning Belgrade IT sector, now one of Serbia's largest economic players.

The graduate pipeline runs through the University of Belgrade, founded in 1808 and today teaching around 59,600 enrolled students across 31 faculties; the first lecture on electrical engineering was held there in 1894.

The gaming vertical is documented at the top. Nordeus, the mobile game developer headquartered in New Belgrade and founded in March 2010 by former Microsoft employees, is the maker of Top Eleven; on 2 June 2021, Take-Two Interactive announced that it had acquired Nordeus for $378 million - the largest acquisition Take-Two had made to that date, absorbed into its T2 Mobile Games division. Eipix Entertainment, a Serbian video game developer based in Novi Sad, was acquired by the publisher Playrix in December 2019. Both transactions are on the record; the depth of the studio pool beneath them is not quantified in any record cited here.

What the verified record does not contain is any vacancy-duration, time-to-fill, salary-band, passive-candidate, applicant-pool or turnover series for Belgrade's ICT employers, and it does not carry a Belgrade-level export total: the €4.13 billion figure is the national ICT services export record, with Belgrade its largest hub. The structure - a national ICT export economy of record scale anchored in the capital, a documented employer base, a large domestic engineer pool and a university pipeline of long standing - is verifiable; the hiring arithmetic must be argued from structure, not quoted.

What changes in this market

A Belgrade technology mandate is a mandate against Serbia's largest export economy. The buyers competing for senior engineers are the documented employers themselves - Microsoft's long-standing development centre, the product companies and the global services firms named above - plus Western European organisations that the same engineer pool can serve remotely or by moving. Because the sector's documented pull is a large engineer pool at wages competitive against Western Europe rather than published salary surveys, the calibration evidence a buyer needs lives in mandates actually run, not in market statistics that do not exist in public form.

KiTalent's mandate analysis

  • Screen on verified work against the documented employer base: development centres, product companies and services firms are on the record, so ask candidates to evidence shipped systems inside it rather than recite titles.
  • Treat Belgrade as the hub of a national pool: about 115,000 ICT professionals across more than 4,000 companies, with Novi Sad and Niš as secondary hubs - a senior search that stops at the city boundary excludes part of the documented market.
  • Anchor compensation conversations in the verified structure - a competitive wage position against Western Europe is the sector's documented pull - and benchmark from comparable mandates, because no public salary-band series exists for Belgrade ICT roles.
  • Weight the regional demand side: Serbia has been in EU accession negotiations since 2014 and EU countries took 64.4% of its foreign trade as of 2016, the vintage the record carries, so client fluency toward EU buyers belongs in the brief from the start.
  • Treat market data as scarce: no public vacancy-duration, salary or applicant-pool series exists for this market, so scope and calibrate the mandate from the verified structural record - and expect senior specialist reach to be earned through direct mapping, the working assumption of every mandate KiTalent runs here.

Where the public record stops

Claims beyond the dated public record are not repeated on this page. The verified record above - the €4.13 billion national ICT services export year of 2024 behind the 2022-2024 series, the 6,924-city IT-company count at its 2013 vintage, Microsoft's development centre from 2005 and its 2025 Belgrade Garage, the University of Belgrade's 59,600 students and its 1894 electrical-engineering lecture, Nordeus at its 2 June 2021 acquisition, and Eipix at its December 2019 Playrix acquisition - supports the structural argument without invented employment, growth, salary, vacancy or turnover statistics.
