Durres Port Hiring: Define the Mandate Before the Search

Which port-operations, ferry-and-passenger or corridor-logistics responsibility actually defines a Durres maritime mandate?

Durres Port Hiring: Define the Mandate Before the Search

The buyer question

Which decisions define the Durres maritime mandate — port and terminal operations, ferry and passenger services to Italy, or corridor logistics into the Balkans — and which outcomes will the candidate personally own?

What the public record shows

The gateway anchor is documented in the port authority's own records, located through the Wikipedia article on the port: the Port of Durres is the largest seaport of Albania — administering about 90 percent of the country's maritime trade — an artificial basin enclosed between two moles at the north end of the Bay of Durres (Durres Port Authority integrated-port masterplan, Royal HaskoningDHV, 10 October 2022). The same masterplan describes the largest passenger port in Albania and one of the largest in the Adriatic, handling around 1.5 million ferry passengers a year on lines to Bari and Ancona in Italy, some also to Trieste; 2024 traffic was 774,915 passengers, 196,507 TEU of containers and 7.35 million tonnes of cargo.

The corridor record is named in the same documents: Pan-European Corridor VIII — part of the Trans-European Transport Network, joining Corridor X at Skopje — with 20 to 30 percent of the port's containers already moving in transit; the rail link along that corridor is planned rather than in use, and the corridor runs on road connections today. The transition is public record too: under the National Sectoral Plan for Maritime Transport and Port Infrastructure (Government Decision No. 1, 14 October 2020), cargo operations are planned to move to a new integrated port at Porto Romano and the existing basin is planned to close to cargo traffic, keeping ferries, cruise and pleasure craft — a transition the port authority states is still in approvals and tendering, not construction.

These records document the gateway's standing and its cargo, passenger and corridor functions. They do not measure an addressable candidate pool, compensation, vacancy duration or offer outcomes for a particular Durres employer.

What changes in this market

Durres maritime mandates split by cargo and service, and the evidence that proves one rarely proves another. Port and terminal-operations mandates prove themselves in cargo handled safely to schedule on owned berths. Ferry and passenger mandates prove themselves in sailings delivered to schedule across the Adriatic to Italy. Corridor-logistics mandates prove themselves in flows delivered into the Balkan hinterland across borders. A brief that does not name the cargo treats a container operator for a ferry operation or a logistics manager for a terminal command.

KiTalent's mandate analysis

  • Name the cargo first — port and terminal operations, ferry and passengers, or corridor logistics.
  • For terminal mandates, ask for cargo handled safely to schedule on berths the candidate ran.
  • For ferry mandates, ask for sailings delivered to schedule across the Adriatic.
  • For corridor mandates, ask for flows delivered into the Balkan hinterland across borders.
  • Test location, mobility, compensation and timing against the live mandate; the gateway and scale records do not establish them.

Where the public record stops

The cited sources — the Durres Port Authority's masterplan and Porto Romano project records and the port's Wikipedia record — document the Port of Durres's standing as Albania's largest seaport and largest passenger port, its ferry lines to Italy and its Corridor VIII position. They do not measure candidate availability, compensation, vacancy duration or offer outcomes for a particular Durres employer. Test those points against the live mandate.
