The buyer question
We need hotel, congress-and-event or seasonal lake-tourism leadership in Jyväskylä; what does the verified record say about this market, and how should a mandate here be structured?
What the public record shows
Demand is documented and rising against a fixed base. Jyväskylä's hotels recorded 62.7% bedroom occupancy in 2025, up from 56.8% in 2019, on a room stock that has not grown in six years - 1,471 rooms in 2019 and between 1,398 and 1,483 rooms every year from 2023 to 2025. Nights spent reached 499,813 in 2024 against 450,869 in 2019, and the average room price rose from €101.86 in 2019 to €116.19 in 2025 (Statistics Finland, accommodation statistics, retrieved 8 October 2026). Across Central Finland the accommodation stock is similarly flat: 49 accommodation establishments and 3,113 rooms in 2025 against 51 establishments and 3,224 rooms in 2019, with regional accommodation occupancy of 47.1% in 2019 and 46.5% in 2025.
The event anchor is documented. Rally Finland, organised by AKK Sports Oy, brought roughly €19 million to the Jyväskylä region in 2023 - about €14.6 million of it direct tourism revenue from visitors arriving from outside the region - and recorded about 267,000 visits to its event areas; the follow-up measurement for 2024 put the regional figure near €20.5 million (organiser news and city-commissioned studies, reported December 2023 and 2024). The event's base is secured: the agreement between WRC Promoter GmbH and AKK Sports runs from 2027 through 2031, and in 2026 the City of Jyväskylä renewed its cooperation agreement with the organiser on the same horizon. Paviljonki, the city's congress and trade-fair centre since 2002, adds a 1,200-seat auditorium and meeting rooms for 2 to 160 people, and reports on the order of 300,000 visitors a year in venue materials.
The labour record is where a leadership mandate lives. Central Finland's tourism and restaurant sector employs about 3,600 people, 3% of all jobs in the region, and employment has not returned to its pre-pandemic level; the region's anticipation service forecasts labour shortage in this sector over the next ten years, names retirements and a possible international-tourism breakthrough as forces raising need, and expects matching problems both in skills and in geography - small municipalities outside the centres fare worst, while Jyväskylä's students ease seasonal staffing with part-time work (Keski-Suomi ennakoi regional anticipation service, sector card, retrieved 8 October 2026). Nationally, the sector is a small-enterprise economy: of Finland's 16,878 accommodation and food service enterprises in 2024, 99.3% employ fewer than 50 people (Statistics Finland, business register). The leadership market itself is thin in the public data: open vacancies in the hospitality, retail and other services managers group run to single digits a month in Central Finland where they are published at all - roughly half of the months in the 2024-2026 series are suppressed as too small to disclose - against roughly 90 to 230 a month nationally (Statistics Finland, employment service statistics). Regional vacancy postings across all occupations peak in late winter and spring and fall by roughly two-thirds from the spring peak in July and August, exactly when hotel occupancy peaks - visible hiring is front-loaded before the season.
What the verified record does not contain is a vacancy rate for Central Finland hospitality, a count of tourism and hospitality graduates per year in this city, hotel manager salary bands, an executive-chef time-to-fill, a Paviljonki occupancy or congress-night series, or a published staffing figure for the rally's temporary workforce. The structure - high occupancy on a fixed room base, a decade forecast of shortage, a thin national leadership market - is verifiable; anything beyond it must be argued from structure, not quoted.
What changes in this market
A Jyväskylä hospitality mandate is a fixed-capacity, rising-occupancy mandate with a sharp seasonal overlay. The city's hotel stock has not grown in six years while occupancy climbed to 62.7% in 2025, so the margin case is operational - yield, cost and team leadership on existing rooms - rather than opening-led. The regional anticipation service names big events a visible driver of the sector's success and staffing need, which concentrates leadership load into identifiable windows: the lake-and-outdoor summer, Rally Finland week, and Paviljonki's congress cycles. Compensation sits on a verified floor: the generally binding MaRa-PAM collective agreement for tourism, restaurant and leisure services, in force from 1 April 2025 to 31 March 2028, sets minimum terms, and senior packages are negotiated above it - no published Jyväskylä-specific benchmark exists. Sustainability-reporting capability is arriving on a delayed clock: under Directive (EU) 2025/794, CSRD reporting for companies that had not yet started is postponed by two years, to 2028 over financial year 2027, while the largest listed groups already report. The 2026 alcohol-law reform, in force since 3 July 2026, concerns remote sale and home delivery rather than grocery wine - a narrower change than often assumed. Candidates prove themselves through year-round operational records on fixed capacity, season-bridging team leadership, and Finnish-and-English service at Nordic standards; offers compete with Helsinki and Tampere, so the living case for Central Finland belongs in the proposition.
KiTalent's mandate analysis
- Name the format first - city hotel on a fixed room base, congress-and-event delivery around Paviljonki and Rally Finland, or seasonal lake-and-outdoor hospitality; the evidence that proves one rarely proves another.
- Test operational records against the verified market: ask what the candidate did with flat capacity and rising occupancy, in a seasonal calendar, with multilingual service delivery.
- Map the leadership market nationally, not locally: the regional manager-vacancy flow is single-digit monthly - the visible tip - so the addressable pool sits across Finland and the Nordics, mostly passive.
- Benchmark offers above the collective-agreement floor and against Helsinki and Tampere alternatives; treat any specific salary band quoted for this market as an estimate to verify, because no published series exists.
- Weight the skills the region itself forecasts - service craft, digital and sustainability capability, multicultural service, leadership - and check sustainability-reporting readiness against the verified CSRD clock, not the assumed one.
- Treat education-pipeline claims as estimates: JAMK's restonomi and Master's programmes exist in Jyväskylä, the University of Jyväskylä awards no tourism degree, and no institution publishes a graduates-per-year figure for this city.
Where the public record stops
No located source publishes a Central Finland hospitality vacancy rate, a tourism-graduate count for Jyväskylä, senior hospitality salary bands for this market, Paviljonki occupancy or congress-night statistics, the rally's temporary staffing requirement, or the city's event-subsidy budget lines. Those points must be tested against the live mandate - with the employer, the venues and the institutions - rather than quoted.
