Kraljevo Metalworking Talent Gap: What the Verified Record Shows

The verified public record for Kraljevo, a city in the Raška District with 11,532 registered manufacturing employment (2022) - and what a metalworking mandate there must actually cover.

The buyer question

We need metalworking-plant, CNC-automation or maintenance leadership in Kraljevo; what does the verified record say about this market and how should a mandate here be structured?

What the public record shows

Kraljevo is a city in the Raška District. At the 2022 census the urban settlement of Kraljevo had 57,432 inhabitants, and the city administrative area had 110,196. At about 1,530 square kilometres, the city administrative area is the largest municipality by area in Serbia after Belgrade.

The Statistical Office of the Republic of Serbia's registered-employment table, by municipality of work (annual average, 2022), puts manufacturing at 11,532 - the largest activity in the table, ahead of wholesale and retail trade (4,913), transport and storage (1,976), construction (1,843) and agriculture, forestry and fishing (371). The table counts registered employment, not firms. It does not say which products the manufacturing workforce makes or how many of its firms serve automotive customers.

The same publication carries three municipal series that bear on pay and labour supply. Average net salaries and wages per employee in Kraljevo were 62,043 RSD in 2022; the table is not split by activity, so this is not a metalworking figure. Registered unemployment as of 31 December 2022 was 6,370 people, or 58 per 1,000 inhabitants, of whom 3,876 were women. The municipal population estimate as of 30 June fell from 121,766 in 2015 to 110,545 in 2022, a decline of about 9 per cent (derived from those two estimates).

The same publication also carries realized investments in new fixed assets for 2022, at current prices, by municipality. Kraljevo's total was 6,040,367 thousand RSD - about 6.0 billion RSD - of which manufacturing accounted for 1,713,463 thousand RSD, about 28 per cent of the municipal total (derived from those two figures) and the second-largest activity in Kraljevo's row after information and communication (2,041,370 thousand RSD). Municipal coverage in that table is limited to large and medium-sized legal entities, so investment by small enterprises is not included.

What changes in this market

A Kraljevo metalworking mandate should start from the sub-sector the target employer serves, because the public figures establish scale but not product mix. Nearby Kragujevac has more registered manufacturing employment (16,535 in the same table) and, as a KiTalent judgment, draws on similar engineering skills. How far the two labour markets overlap is not measured in the public record used here, and a search should test that rather than assume it.

Where an employer runs short-run, multi-customer production, the assessment problem is separating genuine CNC-programming and robotic-cell competence from machine-operator titles. That argues for work-sample testing: candidates should show programmed parts and commissioned cells, not only the machine brands or software they have used.

Employers in Belgrade, Novi Sad and Kragujevac may compete for the same people. The public record does not measure that competition. The all-activity average pay above is the only pay baseline in the public record, so an offer should be benchmarked against sector-specific market data for the target role before it is set, and retention design - pay structure, role scope and development path - belongs in the mandate from the start.

KiTalent's mandate analysis

  • Metalworking-plant leadership: where the employer runs multi-customer job-shop production, screen for managers who handle estimating, changeover discipline and quality across materials, rather than single-customer line-production careers.
  • CNC and automation engineering: where a new machine or robotic cell is being installed, verify programming-and-cell-delivery records directly rather than accepting brand familiarity.
  • Maintenance and utilities leadership: confirm the number of sites and the asset base before defining scope; candidates need maintenance records that match that scope.
  • Retention design: plan pay structure, role scope and development paths against competing offers from larger employers from the first conversation.

What these figures do not cover

The Statistical Office publication used here does not carry firm counts, vacancy durations or metalworking-specific pay, and its employment figures are not broken down below manufacturing as a whole. Its investment table is reported by activity for large and medium-sized legal entities, not by firm, so it does not show what an individual metalworking employer has invested. Each of those gaps has to be established for the target employer before a search strategy is committed.
