The buyer question
We need to hire senior manufacturing, quality or engineering leadership for a precision-manufacturing or aerospace-supply operation in Charleroi - an aerospace sub-assembly supplier, a metalworking SME, or a plant-scale operation. What does the verified record say about this market, and how should a mandate here be structured?
What the public record shows
The aerospace anchor is documented at Gosselies. Sonaca, the aeronautical structures group headquartered there, closed 2024 with group revenues reported in the Belgian business press at €689 million, up 12% on 2023 and a return to profit. Thales Alenia Space runs three Belgian sites, in Charleroi, Hasselt and Leuven, and the Skywin cluster record describes the operation as the Belgian front-runner in space electronics applications for satellites and launchers and a world leader in power conditioning and distribution for satellites, a key supplier to European launchers for more than sixty years. The sector frame is on the same record: Skywin, the aeronautics and space cluster of Wallonia, currently represents some 7,500 direct jobs and a turnover of 1.75 billion euros, 90% of which is exported, and the Walloon civil aeronautics sector represents more than 70% of aeronautical activity in Belgium - more than 5,500 direct jobs, around 100 active companies and an estimated turnover of 1.35 billion euros.
The cluster's collaborative machinery is documented too: Skywin counts 145 members - 101 SMEs, 14 large companies, 9 universities and 17 research or competence centres - around 105 labelled projects carrying a combined budget of 295 million euros. The supply base is one Walloon labour shed rather than a Charleroi island: Safran Aero Boosters, the world leader in low-pressure compressor design and manufacture with roughly 2,000 employees, sits at Herstal in the Liège basin, about 85 kilometres from Charleroi, and its equipment flies on the CFM56 and LEAP engines, the latter powering the A320neo ramp-ups that pull work through European Tier-2 suppliers today.
Around the aerospace core, the record sizes the rest of the basin's demand honestly. Belgian building permits fell to roughly 44,000 for new homes in 2024, about 13% below 2023 and the lowest annual level in more than two decades - the documented demand base for the construction-linked metalworking that employs much of the wider basin. On energy the record refuses to confirm the popular claim: Eurostat carries no Wallonia-level industrial price series, and its country-level record shows Belgian and French industrial electricity prices moving together (€132.9 against €132.7 per megawatt-hour excluding taxes for 2,000-19,999 MWh consumers in the second half of 2024, with French prices higher than Belgian in the 500-1,999 MWh band), so a priced Franco-Walloon cost gap is not something the public record establishes.
The cross-border pull is documented. Wallonia counted 60,562 outgoing cross-border workers in 2023, 77.8% of them working in Luxembourg, and as of mid-2025 nearly three-quarters of Belgium's outgoing cross-border workers lived in Wallonia. The record does not break the flow down by profession, so no Charleroi-specific leakage rate for welders or electricians can be quoted - but the direction and the destination of the documented flow are Luxembourg's, some 150 kilometres southeast.
Two policy frames are on the record and both reach workshop-floor economics. Wallonia's Air-Climat-Énergie plan, adopted in March 2023, works toward the EU frame of a 55% greenhouse-gas reduction by 2030 against 1990, with carbon neutrality by 2050 enshrined in the Walloon climate decree - a documented trajectory for a basin of foundry, boilerwork and surface-treatment legacy. And the EU's hexavalent-chromium regime keeps tightening: chromium trioxide and the chromates have sat on REACH's authorisation list since the 2017 sunset dates, and the European Commission's 2023 mandate to ECHA for a broad Cr(VI) restriction is a dossier still working through the agency's committee process - a documented compliance trajectory for surface-treatment and heat-treatment shops, though no public record prices it per line or per firm. On the support side, the Walloon chèques-entreprises scheme carries a digital-maturity track worth up to €50,000 per firm over three years.
What the verified record does not contain is any time-to-fill, vacancy-count, salary-band, passive-candidate-ratio, specialism-unemployment, IoT-adoption, brownfield or import-dependency series for Charleroi employers - and it carries no €47 million recovery-plan allocation for a Gosselies park extension. The structure - a profitable Gosselies aerospace anchor inside a documented Walloon cluster, a construction-linked metalworking basin facing a documented permit contraction, and a documented cross-border drain toward Luxembourg - is verifiable; the hiring arithmetic must be argued from structure, not quoted.
What changes in this market
A Charleroi precision-manufacturing mandate sits inside a documented two-speed structure. The aerospace core hires against a cluster with 90% of its €1.75 billion turnover exported, which makes certification-heavy, audit-facing quality and engineering roles the typical senior mandate. The wider basin hires against construction-linked demand that the permit record shows at a two-decade low. Both draw on the same French-speaking technical pool while the documented cross-border flow runs to Luxembourg. And the labour shed is measurably wider than the basin: Liège sits about 85 kilometres east, Brussels about 50 kilometres north, Lille roughly 100 kilometres west and Luxembourg City about 150 kilometres southeast - a senior search scoped to Charleroi alone maps only part of the documented market.
KiTalent's mandate analysis
- Screen on verified work against the documented employer base: the Gosselies aerospace anchor and the Skywin membership are on the record, so ask candidates to evidence shipped hardware and certified processes inside that world rather than recite titles.
- Treat certification fluency as the screenable skill set: EN 9100-series quality systems, Nadcap special-process approvals and customer-audit experience are checkable against the documented aerospace buyer base, even though no public record prices them.
- Anchor compensation conversations in the verified structure - a profitable, exporting aerospace anchor beside a construction-linked basin at a two-decade permit low - and benchmark from comparable mandates, because no public salary-band series exists for Charleroi manufacturing roles.
- Weight the cross-border frame from the first mapping pass: Luxembourg is the documented destination of the Walloon cross-border flow, so retention arguments belong in the brief before the shortlist, not at offer stage.
- Treat market data as scarce: no public time-to-fill, vacancy, salary or passive-candidate series exists for this market, so scope and calibrate the mandate from the verified structural record - and expect senior specialist reach to be earned through direct mapping, the working assumption of every mandate KiTalent runs here.
Where the public record stops
Claims beyond the dated public record are not repeated on this page. No located record quantifies time-to-fill by role, role-level vacancy counts, active-to-passive ratios, specialism unemployment rates, salary bands, IoT-adoption shares, brownfield hectares, import dependency or inventory-cost inflation for Charleroi, and no record carries the €47 million Gosselies extension allocation, a Skywin “Supply Chain Resilience Report”, an AWEX 3.5% export projection for 2026 or a Cité des métiers de Charleroi graduate-output count - the Cité des métiers appears on the record as an orientation institution, not a training-output series. Eurostat carries no subnational electricity price for Wallonia. The verified record above - Sonaca's 2024 results, the Thales Alenia Space Belgian site record, Safran Aero Boosters' profile, Skywin's cluster figures, the building-permit and cross-border series, and the climate and REACH frames - supports the structural argument without invented statistics.
