The buyer question
We need to hire senior technical or engineering leadership for a cleantech operation in Genk - inside the Thor Park research campus, in an energy-infrastructure organisation serving Limburg, or in a manufacturing business electrifying its processes. What does the verified record say about this market, and how should a mandate here be structured?
What the public record shows
Genk's cleantech anchor is Thor Park, the technology and science campus built on the former Waterschei coal-mine site and developed around energy transition, smart manufacturing and smart-city applications. The research heart of the campus is EnergyVille, the collaboration between VITO, KU Leuven, imec and UHasselt, which fields more than 700 researchers at its Thor Park buildings and works across solar energy, battery storage, power-to-molecules - including hydrogen - and intelligent energy systems. The campus's shared infrastructure is real and open to firms: VITO/EnergyVille's battery testing lab runs performance and lifespan tests on cells, modules and packs for external companies as well as its own researchers, and the CollecThor network inaugurated in May 2025 - a fifth-generation heat-and-cold network designed by EnergyVille and VITO and built by the grid operator Fluvius - exchanges thermal energy between the campus's buildings. Around them sits the Open Thor Living Lab, Belgium's first regulatory sandbox for energy, in which electric and thermal exchange between buildings can be tested outside the standard grid rules.
The demand side of this market is documented at the regional level, not the campus level. VDAB's bottleneck-occupations study for 2024 counts 241 occupations in shortage across Flanders, a list headed by the shortage of technicians, and the employers' association Voka describes a structural shortage of technical talent in Limburg. At the time of review, VDAB's vacancy database listed more than 5,000 open vacancies in the technical sector across Flanders and more than 10,000 open vacancies of all types in Limburg province. The energy-infrastructure build-out adds a specific new lane: Fluxys, the roughly 1,300-employee Belgian gas-transmission group, had its subsidiary Fluxys hydrogen appointed Belgium's hydrogen network operator in April 2024 under the federal Hydrogen Act, charged with developing and operating an open-access hydrogen transmission grid. And the electrical grid those projects depend on is visibly congested: VRT NWS reported in December 2025, on figures from the grid operators Elia and Fluvius, that at least 181 Flemish companies cannot be connected to the electricity grid in the coming year because it is already full.
What the verified record does not contain is any campus occupancy rate, campus-wide employment total, employer-by-employer headcount at Thor Park, vacancy-duration or time-to-fill series for cleantech roles, public salary bands for Genk-based executives, or a venture-funding split between Thor Park firms and other Flemish ecosystems. None of those figures exists in public form. The structure - a research campus with more than 700 energy researchers on a redeveloped mine site, shared testing infrastructure, a national hydrogen network programme and a regional technical labour market in documented shortage - is verifiable; the hiring arithmetic must be argued from that structure, not quoted.
What changes in this market
A Genk cleantech mandate is contested across three borders. To the north, Eindhoven's Brainport ecosystem - ASML's home region among others - competes for the same senior electronics and battery profiles with deeper corporate ladders and a fiscal lever Belgium does not have: under the Dutch expat scheme, employers can pay qualifying employees recruited from abroad up to 30% of their salary free of tax, within a salary cap set at roughly €246,000 for 2025 and above a minimum taxable-salary threshold of about €46,700. To the east, the Aachen corridor around RWTH Aachen competes with German collective-bargaining bases, and working-time experimentation is live there too: a 2024 German pilot saw 45 companies trial a four-day week under University of Münster evaluation, and the IW Köln economics institute published its own assessment of the four-day week in the German economy in March 2025, treating the question as contested. To the south and west, Leuven - imec's headquarters and KU Leuven's engineering faculty - competes for the same PhD-level pool that EnergyVille draws from. Housing costs run in Genk's favour against Eindhoven's strained rental market, but the documented differentials that move senior candidates are the Dutch tax treatment of expatriates and German tariff-backed packages, not Belgian sector averages, for which no public Genk-specific series exists.
Because the demand signals are structural rather than statistical, the practical consequences for a hiring leader are three. First, the verified shortage is at technician and specialist level: VDAB's 2024 list is headed by technician shortages, and the battery, hydrogen and grid programmes named above all require deep specialisation that regional vacancy counts do not segment. Second, project timing is now a hiring variable: with connection queues for heavy electrification stretching past a year and the hydrogen grid in its build phase, senior specialists will price timeline risk into their decisions. Third, the candidate pool is European by necessity: the specialised profiles this cluster needs sit across Belgium, the Netherlands and Germany, and each of the three competitor markets has a documented pull lever.
KiTalent's mandate analysis
- Screen on verified work against the documented institutional base: EnergyVille's four partner institutes, their shared labs, Fluxys's hydrogen programme and Limburg's manufacturing electrification are on the record, so ask candidates to evidence work inside those structures rather than recite titles.
- Scope the search around the documented bottleneck, not vacancy statistics: no time-to-fill, applicant-pool or passive-candidate series exists for this market, so treat pool thinness as an assumption to be managed by direct mapping rather than a number to be quoted.
- Benchmark compensation across borders: the verified levers are the Dutch 30% expat ruling and German tariff-backed packages; calibrate Genk packages against Eindhoven and Aachen practice from mandates actually run, because no public salary-band series exists for Genk cleantech roles.
- Put grid and build-out timing in the brief: connection queues documented through December 2025 and the hydrogen network's construction phase define when hired capability can actually deploy - senior candidates will ask.
- Treat campus-level statistics as scarce: occupancy, campus headcount and local funding-split figures do not exist in public form, and any decision relying on them should be argued from the structural record above.
Where the public record stops
Claims beyond the dated public record are not repeated on this page. The relocation narratives sometimes attached to this market do not check out against those companies' own records: Addionics, the smart-electrode battery company, publishes locations in Israel, the United Kingdom, Korea and the United States - not Genk or Eindhoven; Cactos, the Finnish battery-storage operator, announced its 2024 production investment as a new R&D and production centre in Kempele, Finland, and its company news archive through 2026 records no Belgian site; and e-Traction was a Dutch company, founded in Apeldoorn in 1981 and acquired by the UK's Saietta in 2021, not a Genk firm that moved manufacturing to the Netherlands. No verified case of a Thor Park firm relocating senior operations to Eindhoven exists in the public record; treat any such claim as an open question until it is documented.
The verified record above - EnergyVille's 700-plus researchers across VITO, KU Leuven, imec and UHasselt, the shared battery testing lab, CollecThor inaugurated in May 2025, Belgium's first energy regulatory sandbox, VDAB's 2024 bottleneck list of 241 occupations headed by technician shortages, Fluxys hydrogen's April 2024 network-operator appointment, and the December 2025 connection-queue reporting - supports the structural argument without invented employment, growth, salary, vacancy or turnover statistics.
